To handle any phrase question, work in two steps. First, check for a subject-verb pair: if there is none, it is a phrase, not a clause. Second, find the head word, the main word that leads the group, because the head tells you the type: a noun head means a noun phrase, a verb head a verb phrase, and so on. Watch the two tricky pairs, gerund versus participle (noun job versus adjective job) and infinitive versus prepositional (‘to’ plus verb versus ‘to’ plus noun).
